If detected or confronted by by law enforcement and engagement on some level is the only option, operatives will implement evasion and escape techniques. These can include using surveillance detection routes (SDR), counter-surveillance, blending into crowds, weaponizing crowds, or employing various tradecraft methods to create distractions and misdirection.

Intelligence operatives typically have a cover story in place and others to employ as necessary, as plausible explanations for their presence and activities in places of which they are operating, which they can use if questioned by law enforcement.

This is also utilizing a cover, but to the specificity of being a police officer, SWAT, FBI agent, MP etc. for the sole purpose of devising and navigating an exit from the situation and scenario, particularly as a last or only resort. However it’s also utilized when it’s situationally the most strategic, despite the distinct risks and complexities of involved with such measures.

In some cases, operatives may conduct their work under the cover of official diplomatic positions, which can provide them with diplomatic immunity. This legal protection can help shield them from arrest and prosecution by local law enforcement, as diplomats are generally not subject to the jurisdiction of the host country.
